Response

The Continuity of Operations (COOP) Plan for the University of Wisconsin-Stevens Point outlines UWSP’s viable and executable contingency plans for Continuity of Operations (COOP) (i.e., providing essential functions to customers from a different locations or applications, due to the primary facilities or other operations becoming unusable, for long or short periods of time).

COOP (Continuity of Operations Plan) is an effort within the university to ensure the continued performance of minimum critical functions during recovery from a wide range of potential emergencies. COOP will lay out the activities of individual departments and units to ensure that their essential functions are performed.

In the event of a COOP emergency, the normal organization of the Campus will shift to the COOP implementation structure, and its focus will shift towards survival and the recovery of time-sensitive services. A COOP emergency is defined as the loss or inaccessibility of a significant portion of the Campus personnel, buildings and/or information technology systems for a period of time estimated to exceed 12 hours. The UWSP Emergency Response Team will determine whether or not a situation constitutes a COOP emergency.

The COOP Plan was developed based on a limited catastrophic failure. The scope of this Plan includes all time-sensitive services, processes, and functions at the University of Wisconsin-Stevens Point that must be recovered or continued within 24 hours following the significant interruption of normal business operations. Every essential Department/Division on the campus will have input in the development of the Plan and will participate in plan maintenance as well as COOP testing, training and exercises.

As of February 2009 the COOP planning is underway. Certain UWSP departments are developing specific COOP for primary critical functions (those that cannot be interupted at all or for no more than 12 hours. We are to have these areas core plans completed by August 2009. After these primary critical functions are planned for other areas may be evaluated for COOP development.
