Stipends/Honorariums
The word “stipend” (and honorarium) is used in various ways by
various agencies; please
do not assume
payment can be processed in a specific manner. Depending on the
specific purpose of the payment, it may or may not be taxable, and may
or may not be a payroll transaction.

As you can see from the list below - the definition of a stipend is
NOT always clear!

a sum of money allotted on a regular basis; usually for some
specific purpose

include, but are not limited to, rent, utilities, incidentals, etc.
